When your child is known to have additional needs and/or SEND prior to them starting at an Early Years Setting, it is likely that your child already has professionals involved. One of those professionals may be a Portage practitioner for example, and they can ensure transition is smooth, supporting the vital link between the setting and home. ​

Health services are required to make a Section 23 notification (Children and Families Act 2014) to the Local Authority if they believe a child under school age has, or is likely to have, special educational needs or a disability (SEND). Usually this notification is made by your Health Visitor, a Staff Nurse or Family Health Practitioner, who in the first instance will:​

  • Inform you as parents that they believe your child has (or is likely to have) SEND​

  • Arrange for you to discuss this with appropriate health professionals​

  • Inform you that they have a duty to notify your child to the local authority and seek your permission to do so​

  • Advise you of organisations that offer support in relation to your child’s needs​

This enables the right support to be put in place at the earliest opportunity and Early Years Services to forward plan for enhanced support for your child when they start in an Early Years Setting and/or when they start school.
